1. Who you’re contracting with

These Terms are entered into between you and Desymphony EOOD, a Bulgarian limited liability company with registered office in Sofia, Bulgaria, operating the website N648Decoder.us (the “Site”). Throughout these Terms, “we,” “us,” and “our” refer to Desymphony EOOD.

2. Acceptance

By accessing or using N648Decoder.us (the "Site"), you agree to these Terms of Use. If you do not agree, do not use the Site.

3. Informational only — not legal advice

The Site is informational. It is not legal advice. We are not a law firm and not a USCIS-recognized organization. Nothing on the Site creates an attorney-client relationship. For advice on your specific case, consult a USCIS-accredited representative listed on the DOJ EOIR roster, or a licensed immigration attorney in your state.

4. Only USCIS makes the final decision

Only USCIS makes the final determination on your N-400 Application for Naturalization or Form N-648 Medical Certification for Disability Exceptions. No website, service, attorney, or representative can change USCIS's decision. What they can do is help you prepare a strong, complete, correctly-evidenced filing.

5. Accuracy and updates

We make best efforts to keep USCIS rule citations accurate and current. Every policy claim on the Site carries a "last verified" date. USCIS rules change; if a rule on this Site differs from uscis.gov, uscis.gov is the source of truth. We disclaim liability for outdated or incorrect content to the extent permitted by law.

6. Decoder outputs

The civics test version decoder and the N-648 eligibility checker map your inputs to USCIS-published rules. The verdicts they produce are educational — they are not USCIS determinations and do not create any right or expectation in any USCIS proceeding. USCIS may reach a different conclusion based on facts not captured by the decoder inputs.

7. No unauthorized practice of law

The Site does not provide legal services. We do not assist with completing, signing, or filing any USCIS form. We do not represent applicants before USCIS. Acting as a non-attorney, non-accredited representative in USCIS proceedings is the unauthorized practice of law (UPL) and is prohibited.

8. Third-party links

The Site links to third-party resources (uscis.gov, ecfr.gov, DOJ EOIR, ImmigrationAdvocates.org). We are not responsible for the content, accuracy, or practices of those third-party sites. Linking does not constitute endorsement.

9. Limitation of liability

To the maximum extent permitted by law, the Site, its publisher, and its contributors are not liable for any direct, indirect, incidental, consequential, or special damages arising out of or in connection with your use of the Site or reliance on its content. The Site is provided "as is" without warranty.

10. Governing law

These Terms are governed by the laws of the State of Delaware, USA, without regard to its conflict-of-laws principles. Any dispute arising out of or relating to these Terms or the Site shall be brought in the state or federal courts located in Delaware, and you consent to the personal jurisdiction of those courts.

11. Changes

We may update these Terms periodically. The "Effective" date at the top reflects the last update. Continued use of the Site after updates constitutes acceptance.
