N648Decoder is an informational website for U.S. naturalization applicants. We explain — in plain English, primary-source cited — the USCIS civics test (2008 vs 2025), the senior 65/20 accommodation, the 50/20 and 55/15 English exceptions, and the N-648 medical waiver. We are not a law firm, not a USCIS-recognized organization, and we do not provide legal advice. Only USCIS makes the final determination on your N-400 or N-648 application.
What we do
- Quote USCIS rules verbatim with citations to primary sources (uscis.gov, ecfr.gov, USCIS Policy Manual).
- Provide interactive decoders that map applicant-specific inputs to the rules USCIS publishes — never to fabricated or paraphrased substitutions.
- Surface the nuance that USCIS publishes (the 65/20 senior subset being a subset of the underlying test version, not a separate test; the disability exception under 8 CFR §312.2(b) being functional rather than tied to a closed list of diagnoses).
- Date-stamp every policy claim with a "last verified" pin and link to the primary source we last fetched.
What we don't do
- We do not file forms on your behalf.
- We do not represent applicants before USCIS.
- We do not give individualized legal advice.
- We do not store your decoder inputs.
- We do not invent USCIS rules. If we don't know, we say so.

Until that review is complete, every USCIS rule on this site is quoted verbatim with a primary-source link and a "last verified" date so the reader can independently check the source.
We will not list a reviewer name without a verifiable USCIS accreditation (DOJ EOIR roster) or state bar admission. Naming an unverified reviewer would be a fabrication and would mislead readers making consequential immigration decisions.
